Full Definition
A rezoning — formally a "zoning map amendment" — is a legislative act that changes the official zoning classification of a parcel from one designation to another (e.g., from Residential to Commercial, or from C-1 to C-2). Rezonings require the highest level of entitlement approval:
?
1. Pre-application conference with planning staff
2. Application submission: site plan, traffic study, market study, neighborhood compatibility analysis
3. Planning Department staff review and recommendation (60–90 days)
4. Planning Commission public hearing (recommendation)
5. County Commission / City Council public hearing (final vote)
6. Appeal period (30 days)
? 6–18 months minimum. Longer in politically complex jurisdictions.
? Courts may invalidate a rezoning as "spot zoning" if it benefits a single property without a rational basis consistent with the comprehensive plan. Rezonings should align with the Future Land Use Map (FLUM) designation.
? Successful rezonings to a more permissive commercial classification can 3–10× the per-acre value of rural or residential land. This is the business model of "entitlement land" investors.
